1：执行sql脚本insert into ly_xtgl_js_cd (jsbh,cdbh)

2：系统升级完成后把统一权限平台应用fine.xml（文件在附件的压缩包），这个文件从swagger的接口导入进去，补充新增的权限和菜单。
